  1. GM to reimburse dealers until Cash for Clunkers rebates arrive The last thing GM wants its dealers to do is stop selling cars because they don't get the CARS money fast enough. So GM is stepping up to bridge the gap between the time a dealer submits a request for reimbursement and the government gets around to paying it. GM will begin providing cash advances equal to the amount of C4C rebates ($3,500-$4,500 per vehicle) to its dealers for every vehicle already sold under the program and any new transactions going forward. Florist keeps getting car calls Story Link By MICHAEL TARM, Associated Press Writer Michael Tarm, Associated Press Writer – Tue Aug 18, 6:27 pm ET CHICAGO, Ill. – The government is giving cash for clunkers. It isn't sending flowers. Still, a small-town florist in central Illinois has been fielding hundreds of calls a day from people inquiring about the rebate program after General Motors began advertising a national toll-free cash-for-clunkers number that's nearly identical to the shop's toll-free number. The Flower Corner in Clinton is being inundated with more than 150 calls a day, overwhelming its staff of six and threatening to damage business because regular customers in the rural community of just 7,000 can't get through, said owner Judy Van Fossan. "It's a horrible nuisance," she said. "And it's cutting into the productivity of my people 'cause all they're doing is answering phones." The calls started about three weeks ago, swelling by the day as GM publicized its clunker-info number. Van Fossan fears matters will only worsen as GM continues to market the service. Many callers appear startled and confused. Some still asking about clunkers even after they're told they've reached a flower store. "We stop them and they say, 'Huh? What?'" said Van Fossan, 57. The shop is supposed to pay a fee for each toll-free call to the store and Van Fossan said she could be hit with a massive phone bill at the end of the month, adding to her woes. Only the prefixes of the numbers are different; GM's is 877 and the shop's is 800. People are more familiar with toll-free numbers starting with 800, so many potential car buyers trying to call the GM number mistakenly dial 800, said Van Fossan. Van Fossan said she doesn't blame GM but the company that issued a number so similar to one that existed. She said she once worked on a car plant assembly line and appreciates that the ailing industry needs the financial boost that the cash-for-clunkers program offers. A spokesman at GM's Detroit-based headquarters said he sympathized with Van Fossan. But John McDonald said there was little the company could do. He said part of the problem was a shortage of available 800 numbers, forcing companies to use 877 equivalents. "What we try to do is make as much publicity as possible to say what the right number is," he said. "I don't know what else we can do." There may be a silver lining for the florist, he said. Publicity could raise awareness about The Flower Corner in the long run, he said. In the short term, the GM official said, "We certainly hope that people order flowers when they call."

GENERAL MOTORS PRESS RELEASE GM Increasing North America Production, Adding Jobs to Meet Demand * Company adds 60,000 cars and trucks to production schedule * Adds shifts of production to its Lordstown (Ohio) and CAMI (Ontario, Canada) plants * Reinstates 1,350 jobs Detroit – General Motors is increasing production at several North America assembly plants in response to increased sales. The company will add shifts, overtime and reinstate forecasted down weeks at select facilities. As a result, GM will add about 60,000 vehicles in the third and mainly the fourth quarter production forecast, ensuring a wide selection of high-quality, fuel efficient cars, crossovers and trucks for customers. To help meet the increased demand, GM is adding shifts at CAMI, Ontario, Canada where the next generation Chevy Equinox and all-new GMC Terrain are built and Lordstown, Ohio where we build the fuel-efficient Chevy Cobalt. This will bring approximately 1,350 UAW and CAW employees back to the assembly lines. The Chevy HHR and Colorado and the GMC Canyon are also experiencing increased demand. Based on consumer reaction to the Chevy Camaro, Cadillac SRX and CTS Wagon and the Buick LaCrosse, we anticipate the need to increase production at our plants will continue. "We are running our plants to maintain maximum flexibility and keep production tightly aligned with customer demand," said Tim Lee, GM group vice president, global manufacturing and labor. "The uptick is an encouraging sign that vehicle sales are turning around, and we will ramp up quickly to meet that demand." In July and August, the popular Cash for Clunkers program generated substantial demand for a broad range of fuel efficient vehicles within GM, including the Chevy Aveo, Cobalt, HHR, Malibu, Equinox and Colorado. This latest round of production increases will go a long way in rebuilding dealer inventories to help us meet strong consumer demand. "It's gratifying to see demand for our products accelerate and we are extremely lean with inventories on our launch products like Camaro, Equinox, LaCrosse, SRX, CTS Wagon and Terrain," said Mark LaNeve, vice president, U.S. sales. "During the third quarter 2009, we've added production which will result in 35 percent increase over the second quarter. With today's announcement of further additions, the fourth quarter will now be at least 20 percent higher than the third quarter, which is a very positive trend."

The increases include an extra day of work at the Lordstown, Ohio, assembly plant and increased hours at a factory in Orion Township, Mich., said the union officials, who asked not to be identified because the announcement, expected Tuesday afternoon, had not been made. The Lordstown plant, which makes the Chevrolet Cobalt and Pontiac G5 small cars, is now running at one shift for 10 hours per day from Monday through Thursday, but the company will add the next two Fridays to the schedule, one union official said. Plant spokesman Tom Mock confirmed the increase. It was unclear what would be added at the Orion plant, which makes the Chevrolet Malibu and Pontiac G6 midsize sedans. The Malibu and Cobalt have been popular with people trading in older less-efficient models under the clunkers program, which offers up to $4,500 to people to scrap vehicles with gas mileage of 18 mpg or less. At the end of July, GM had 70 days worth of Cobalts on dealer lots, while it had 55 days worth of Malibus, according to Ward's AutoInfoBank. A 60-day supply is ideal to maintain a good selection for buyers but not have too many cars. But since the clunkers program began in late July, dealers have reported spot shortages of both vehicles. At Randy Wise Buick-Pontiac-Chevrolet in Milan, Mich., southwest of Detroit, there were 22 Cobalts and 26 Mailbus on the lot before the clunkers rebates started, said Mark Jarrait, general sales manager. But now the dealership is down to two Cobalts and four Malibus, and he has ordered more, Jarrait said. "All of the sudden they disappeared," he said. "The Cobalt has been extremely hot. The Malibu has been extremely hot." The Cobalt, GM's highest-mileage car at up to 37 mpg on the highway, once was among the top 10 vehicles on the "cash for clunkers" purchase list. But dealers say shortages have bumped it from the top 10 list. As of last week, the Toyota Corolla small car was the top new vehicle purchased by people trading in clunkers, followed by the Honda Civic and Ford Focus compacts. Toyota's midsize Camry was fourth, while its gas-electric hybrid Prius was fifth, according to the government. Ford Motor Co., Honda Motor Co., Toyota Motor Corp., Hyundai Motor Co. and Chrysler Group LLC all have announced production increases due to the clunkers program.

A group of scientists tested banknotes from more than 30 cities in five countries, including the United States, Canada, Brazil, China, and Japan, and found "alarming" evidence of cocaine use in many areas. U.S. and Canadian currency had the highest levels, with an average contamination rate of between 85 and 90 percent, while Chinese and Japanese currency had the lowest, between 12 and 20 percent contamination. The findings were presented yesterday at the 238th National Meeting of the American Chemical Society in Washington, D.C. Study leader Yuegang Zuo of the University of Massachusetts in Dartmouth said that the high percentage of contaminated U.S. currency observed in the current study represents nearly a 20 percent jump in comparison to a similar study he conducted two years ago. "To my surprise, we're finding more and more cocaine in banknotes," Zuo said. Scientists have known for years that paper money can become contaminated with cocaine during drug deals and directly through drug use, such as snorting cocaine through rolled bills. Contamination can also spread to banknotes not involved in the illicit drug culture, because bills are processed in banks' currency-counting machines. "I'm not sure why we've seen this apparent increase, but it could be related to the economic downturn, with stressed people turning to cocaine," Zuo said. Such studies are useful, he noted, because the data can help law enforcement agencies and forensic specialists identify patterns of drug use in a community. Previous studies that have reported on cocaine traces on money have had several drawbacks, Zuo said. Some only sampled a small number of bills, while others destroyed the money in the process of testing. Zuo and his colleagues used a modified instrument that allowed for faster, simpler and more accurate measurement of cocaine contamination than other methods, without destroying the currency. The amounts of cocaine found on U.S. bills ranged from .006 micrograms (several thousands of times smaller than a single grain of sand) to more than 1,240 micrograms of cocaine per banknote (about 50 grains of sand). The scientists found that larger cities like Baltimore, Boston, and Detroit had among the highest average cocaine levels. Washington, D.C., ranked above the average, with 95 percent of the banknotes sampled contaminated with the drug. The lowest average cocaine levels in U.S. currency appeared on bills collected from Salt Lake City. Despite the high percentage of cocaine-contaminated banknotes, Zuo points out that the amount of cocaine found on most notes was so small that consumers should not have any health or legal concerns about handling paper money. "For the most part, you can't get high by sniffing a regular banknote, unless it was used directly in drug uptake or during a drug exchange," Zuo said. "It also won't affect your health and is unlikely to interfere with blood and urine tests used for drug detection.
