1999 MC w/3.1L

under normal operating conditions and a/c on, the engine will rev to ~1300-1400 rpm if shifted to neutral. when the engine is "cold" this does not happen.

is this normal?

That sounds high to me. What does it idle at when warm and the AC is off?

Even with the AC on, I'm used to none of my cars idling over 1000 rpm.

In these days of computer controlled engines, you don't hear of high idle problems too often.
